There is supposedly a system in Alaska called HAARP, The High Frequency Active Auroral Research Program. The Government says that its purpose is to analyze the ionosphere and investigate the potential for
developing ionospheric enhancement technology for radio communications and
surveillance. Many Conspiracy theorists believe it is for Weather modification and control for use as a weapon. Many blamed Hurricane Sandy on HAARP.
I myself believe if they want to do something to change the weather they should study a way to change snow.
I think they should figure out a way for snow to bring Grass seed with it, let the seed fall to the ground and create a protective blanket over it. Then as the snow melts the seeds will be ready to sprout.
Just think, every year a new lawn!!!
Oh yeah, they need to alter the grass also. It should have a maximum length it can grow to, say...golf course level.
