I have a clever plan

The Federal Government could create a lot of jobs doing this. All they have to do is:

1. Take the "Air" rights away from two states.
2. Build two Interstate high-speed Expressways

That's it.

Build two long overpasses, one between Connecticut and Pennsylvania bypassing New York State and one between Connecticut and New Hampshire, bypassing Massachusetts.

These will be two lanes in each direction, no speed limit expressways for motorcycles only. By bypassing those states a person can ride helmet-less between the states.
